NASHIA members gathered on 5.14.25 for a Learning Session titled “Navigating Changes from the Administration and Congress: Impact on Brain Injury Programs”.

The May 2025 NASHIA Learning Session focused on key legislative and administrative developments at the federal level that could significantly impact brain injury services and state programs. The session provided updates on funding allocations from the Administration for Community Living (ACL), including the release of $1.1 billion in FY25 funding for services supporting older adults, people with disabilities, and caregivers.

Attendees received updates on changes within the Department of Justice, including the reduction of technical assistance funds for various justice-related grant programs. Other key topics included ongoing Congressional appropriations, the introduction and status of the TBI Act in both the House and Senate, and the implications of testimony from Secretary Kennedy, particularly around restructuring of HHS and prioritization of chronic conditions.

The session also explored the House Medicaid Reconciliation Bill, which includes major proposals such as freezing provider taxes, introducing Medicaid work requirements, and implementing stricter eligibility verification processes. NASHIA highlighted concerns about the bill’s potential impact on individuals with brain injuries and advocated for exemptions and supports tailored to their needs. Additional discussion covered changes in federal support for state Medicaid-funded programs, implications for 1115 waivers and reentry initiatives, and the importance of brain injury-informed vocational rehabilitation services.

This session underscored the fast-moving and complex nature of federal policy and its downstream effects on state-level brain injury services, urging members to stay informed and engaged through advocacy and upcoming NASHIA events.
