Tier 1: Foundational/Group-Based Support

Baseline for action and building shared understanding.

Structured group technical assistance to build shared understanding between brain injury and mental health systems and support local CCBHC integration, including:

  • Bimonthly Communities of Practice on the CCBHC model and BI integration

  • Strategies for engaging state and clinic-level CCBHC leadership and staff

  • Introductory tools for BI identification, screening, and provider training

  • Information on policy approaches that could lead to better support for people with brain injury

  • Shared funding and partnership models, with facilitated peer learning on challenges and early successes

**Team Cost: $4,000


Tier 2: Blended Group and State-Specific Support

Intermediate option supporting movement from exploration to implementation.

With addition of a workplan:

  • Blended group and state-specific technical assistance for teams ready to implement and strengthen CCBHC–BI partnerships, including:

  • Ongoing group learning paired with individualized consultation aligned to state CCBHC priorities

  • Targeted engagement of selected CCBHC clinics in collaborative planning and implementation

  • Adaptation of BI screening, training, and workflow tools for CCBHC settings

  • State-specific work plan & associated guidance on funding, sustainability, and overcoming implementation barriers

**Team Cost: $6,000


Tier 3: Intensive/Fully Customized State Support

Full-service option to drive systems change and long-term sustainability.

Fully customized, intensive technical assistance to embed brain injury within CCBHC policy, practice, and financing, including:

  • Comprehensive state-specific planning and strategy development aligned to readiness and goals

  • Direct facilitation of partnerships among BI programs, CCBHC state authorities, and clinic leadership

  • Customized provider training and hands-on implementation support for BI screening and service integration

  • Customized policy plan development to better incorporate brain injury into state CCBHC guidance and policy

  • In-depth funding, sustainability, and scaling guidance to address system-level barriers and sustain progress

**Team Cost: $9,500+


Suggestions for Funding

Consider leveraging existing and future ACL funding to support participation and to advance integration of BI within CCBHC systems. This work can be aligned with multiple funding strategies, including—but not limited to—the following:

  • Use of current Carryover Funds

  • Alignment with Future Funding Cycles

  • Braiding or Leveraging State and Local Funding Sources such as:

    • State Rural Health Transformation Funds

    • Behavioral Health system transformation or Innovation Initiatives

    • Workforce Development or provider training investments

    • Cross-agency initiatives focused on access for underserved or complex populations

Presenter

Jane King, PsyD, LP, is a clinical psychologist with 30 years of experience developing and directing programs in the integrated mental health and substance use disorder treatment, homelessness and housing arenas.  Dr. King worked for the Minnesota Department of Human Services on the Certified Community Behavioral Health Clinic (CCBHC)  implementation team and the National Council for Mental Wellbeing advising states and clinics as they developed the CCBHC model through Medicaid or Substance Abuse and Mental Health Services Administration grants or authorities.Make it stand out
