Service Delivery

In Ohio individuals with TBI access services available through State Agencies and programs offering similar services to individuals with other disabilities, including Medicaid Waivers, provided individuals meet eligibility requirements of those programs. If they meet the eligibility requirements, persons with TBI may access one of six Medicaid Waivers (three nursing facility level and three ICF/MR level of care).

The only case management services available for individuals with TBI are through the various agencies' eligibility process. For example, the Ohio Department of Mental Retardation and Developmental Disabilities (ODMRDD), the Ohio Department of Mental Health (ODMH) and the Ohio Department of Alcohol and Drug Addiction Services (ODADAS) offer case management services to eligible consumers (including eligible consumers with brain injury).

The Brain Injury Program (ORC 3304.23) is housed within the Ohio Rehabilitation Services Commission (RSC), the State's vocational rehabilitation agency. The Brain Injury Program is charged with advising the agency's Executive Director "with regard to unmet needs of survivors of brain injury, development of programs for survivors and their families, establishment of training programs for health care professionals, and any other matter within the province of the brain injury program." The majority of program funds are used to support the Brain Injury Association of Ohio (BIAOH), specifically the Association's statewide toll-free helpline and six Community Support Network (CSN) sites located around the State.

HRSA-Funded Projects

The Rehabilitation Services Commission (RSC) received a three-year HRSA TBI Implementation Grant (1998-2000) for expansion of Ohio's Community Support Network. This grant funded the establishment and maintenance of four new Community Support Network (CSN) sites in addition to the two funded by RSC. RSC received a HRSA Post- Demonstration Grant (2002) which focused on interagency/inter-organizational collaboration and strengthening the effectiveness of the BIAC, and a Post-Demonstration Grant in 2003 which targeted systems change at the local level by offering TBI information and resource coordination as an integral part of the hospital service delivery system. Under this project, TBI specialists contacted patients and their families prior to discharge, establishing a connection for future assistance (e.g., rehabilitation, in-home supports, therapy, support groups, benefits, educational, and vocational services). RSC received another HRSA Post- Demonstration Grant in 2004 to expand this project into another area of the State.
