Service Delivery

Individuals of all ages with brain injuries (both ABI and TBI) may contact the Division of Disability Services (DDS), the designated Lead Agency, by using the statewide toll-free hotline for information on programs and services for individuals with brain injury. Referrals are made to the Brain Injury Association of New Jersey, community providers, other State Agencies and advocacy organizations as appropriate. The Division serves as a "single point of entry" for persons with brain injury into the human services system.

While government funded case management services are not routinely available to all individuals with brain injuries, there are several options available for receiving such services:

  • For children (under age 21) the State has Special Child Health Services Case Management units located in each of the 21 counties. These units provide ongoing case management services to children with disabilities, using nurses and social workers. The program is administered by the Department of Health and Senior Services.
  • All individuals enrolled in the NJ Medicaid TBI Home and Community-Based Waiver program receive case management services from contracted providers as part of the overall waiver service package. This program is administered by the Division of Disability Services.
  • Under the provisions of the recently established NJ TBI Fund, individuals of any age may request case management (service coordination) services as part of an application to the Fund. There is a lifetime cap of $100,000 in expenditures, per person. The Fund is administered by the Division of Disability Services.
  • For individuals who sustained a brain injury prior to the age of 22, and have significant limitations as a result of the injury, the Division of Developmental Disabilities (DDD) offers a variety of community and residential services, including ongoing case management provided by DDD staff.

HRSA-Funded Projects

The Division of Disability Services has been the recipient of four TBI grants from the Health Resources and Services Administration (HRSA): an Implementation Grant (1999-2001) and three Post-Demonstration Grants (2002, 2003, and 2004). Working in collaboration with the Brain Injury Association of New Jersey, the grants have resulted in the creation of a TBI mentoring program, a TBI outreach program in an economically disadvantaged urban setting, a program to improve the response of clergy in addressing TBI, and a project to improve vocational services for individuals with TBI. In addition, a yearly series of regional TBI training programs for health and human service professionals have been established and are ongoing. A series of booklets for educators and school nurses on TBI in children have also been published with grant support.
