Service Delivery

In North Dakota adults with TBI who are 18 and older and who are Medicaid eligible may apply for services to the Department of Human Services, Adult and Aging Services Division for specialized community-based services in lieu of nursing facility care. Individuals requesting services contact the county social services agency for assessment and determination of eligibility, development of a plan of care, and for services. Services provided under the waiver include behavioral management and programming, case management, chore services, environmental modifications, non-medical transportation, personal care services, pre-vocational services, residential care, respite, supported employment, substance abuse counseling, training for family caregivers, and transitional living support services.

Persons with TBI may also be served under generic programs for functionally impaired individuals operated by Aging Services. These services are designed for persons who are not eligible for waiver but need personal care and homemaker services.

HRSA-Funded Projects

The Department of Health received a HRSA TBI Planning Grant (2003-2005) with the primary goal of developing a formal plan of action that addresses the TBI needs in the State. To accomplish this North Dakota established TBI Advisory Board, conducted a formal TBI Needs and Resources Assessment, established a State TBI Lead Agency and developed the TBI State Action Plan. The contractor for the Planning Grant was able to develop resolutions with multiple Native American Nations assessing the needs of Native Americans with TBI and their families on the reservations in the State.
