Service Delivery

The Medicaid State Plan offers rehabilitation services including: Physician, Neuropsychological, Rehabilitation Nursing, Therapeutic Recreation, Occupational Therapy, Physical Therapy, Speech, Social Work, and Professional Counseling. They are intended for outpatient use, but may be delivered inpatient based on medical necessity. Persons with TBI are also identified in the Nursing Facilities package which includes a higher rate of reimbursement than standard nursing facility level of care. Persons with TBI may be eligible for Adults with Disabilities Waiver (ages 18-59), or the Physical Disabilities Waiver.

HRSA-Funded Projects

The Department of Human Services, Bureau of Health, Division of Community and Family Health received the MCHB/HRSA State Planning Grant in 2003 and serves as the Lead Agency for TBI. Maine is using the Planning Grant to accomplish the four core capacity components: convene a statewide TBI Advisory Board, identify and designate a Lead Agency for the coordination of the State's TBI services and supports, conduct a statewide Needs and Resources Assessment, and develop a TBI State Action Plan to establish a comprehensive community-based, coordinated, culturally- competent system of care for individuals with TBI. Maine was awarded a three-year Implementation Grant in 2005. Maine is using its grant to provide statewide leadership for TBI consistent with the TBI State Action Plan, conducting educational and public awareness activities, strengthening stakeholder partnerships through collaboration and coalition building, enhancing data collection activities and working in collaboration with the ABI Advisory Council to strengthen the infrastructure for continued program evaluation.
