Service Delivery
In Maryland individuals with TBI may be able to access services through various State systems provided the individuals meet the eligibility criteria. General revenue funds which became available in 1996 support 14 individuals in community placements who were previously treated in psychiatric hospitals. Maryland also administers a TBI Home and Community-Based Medicaid Waiver which was established in 2002.

HRSA-Funded Projects
The Department received a HRSA Planning Grant in 1998, an Implementation Grant in 1999, followed by Post- Demonstration Grants in 2003 and 2004. The first Post-Demonstration Grant established two pilot resource coordination programs in two counties. The resource coordinators are housed in the local mental health core service agencies. The 2004 Post Demonstration Grant is currently focused on training mental health and substance abuse providers to use a screening tool to identify individuals with TBI who are receiving services within their programs, to train these providers to modify treatment and intervention strategies to meet the unique cognitive needs of individuals with brain injury, and to link individuals with brain injury identified through this project with additional resources and supports specific to brain injury.

Promising Practices
Maryland's "all payer" system established equitable rates for Maryland hospitals and ensures that individuals in the State are able to obtain acute care services regardless of income, insurance benefits, etc. It is the only State in the nation with this system.
