Service Delivery

In Kentucky children and adults with TBI may be eligible for assistance through the Traumatic Brain Injury Trust Fund. Individuals contact a representative of the Benefit Management Program through a toll-free number who determines eligibility and distributes benefits. Services include: case management; community residential services, structured day programs, psychological services; prevocational services; supported employment services; companion services; respite care; occupational therapy services; speech/language services; and wrap-around services. Services under the trust fund cannot pay for institutionalization, hospitalization or medications. Annual and lifetime caps have been established under this program.

Adults with TBI between the age of 21 years and 65 years may be eligible for services provided through the Acquired Brain Injury Medicaid Waiver Program, which is designed to provide intensive services and supports to assist individuals to re-enter community life. Individuals and/or their families would contact the Cabinet for Health Services, Department of Mental Health and Mental Retardation, Brain Injury Services Unit for an application to be placed on the waiting list. Allocations for funding are made only from the waiting list at this time. Persons who have been allocated funding would contact a certified case manager for assistance with the eligibility determination and admissions processes. To be eligible individuals would need to meet nursing facility level of care, be Medicaid eligible, and be expected to benefit from services offered. The program is not intended to provide long-term care or maintenance, and recipients do not receive care indefinitely.

Services and supports provided include: case management, personal care, companion services, respite care, environmental modifications, behavior programming, counseling and training, structured day program, specialized medical equipment and supplies, supported employment, occupational therapy, speech and language services, and community residential services (excluding room and board). It is expected that upon completing the program, people will be transitioned to other existing community resources.

The Brain Injury Services Unit is responsible for administering the Acquired Brain Injury Medicaid Waiver Program, assisting the Board of Directors of the Traumatic Brain Injury Trust Fund, and serves as the Lead Agency for refining and developing services for people with brain injuries throughout the Commonwealth.

HRSA-Funded Projects

Kentucky previously received a HRSA Planning Grant and is now in the second year of its three-year Implementation Grant. Kentucky is using its Implementation Grant to develop a natural supports network in collaboration with the Brain Injury Association of Kentucky. The network will provide first contact, information and referral assistance to newly injured people with brain injuries and their families. Kentucky is also using its Implementation Grant to develop in-services and cross-training for providers in existing mental health, substance abuse, and developmental disabilities programs, as well as providing relevant information designed to educate State Legislators and Cabinet leadership about the needs of individuals with TBI and their families.
