Service Delivery
TBI-specific services are provided by various sub-systems and organizations around the State. Kansas has three level 1 trauma centers and a statewide trauma service system that is overseen by the Advisory Committee on Trauma within KDHE. The trauma system includes trauma councils that address regional issues. The State Department of Education serves students with TBI through a contract with the Neurologic Disabilities Support Project (NDSP). NDSP provides training and technical assistance to educators throughout the State and various types of supports to family members. Kansas has several in-State health facilities that provide inpatient rehabilitation services to individuals with TBI. Two of these facilities have Medicaid provider agreements with SRS to provide short-term, intensive, rehabilitation services to qualifying individuals with TBI. Kansas Rehabilitation Services, within SRS, provides a variety of supports and services to assist individuals with disabilities, including brain injury, achieve employment and self-sufficiency. Numerous service access points are available statewide. Eligible veterans with TBI can access case management and other services at the Veterans Health Administration's network site in Wichita. The Kansas TBI Medicaid Waiver program serves eligible individuals from 16 to 65 years of age. It has a rehabilitation focus with individuals typically receiving services for three to five years, after which they may move to a different waiver program if they need longterm support. Community-based services paid for by the TBI waiver and other funding sources are typically provided by or accessed through various community-based service providers, including 13 Centers for Independent Living and certain home health agencies located throughout the State.

HRSA-Funded Projects
Kansas received a two-year TBI Systems Development Planning Grant beginning in 2001 and an Implementation Grant beginning in 2003. The overall goal of the Kansas TBI Project during the Implementation phase is to further develop coordinated and comprehensive statewide TBI systems of services and support. Specific areas of focus are professional development activities provided to personnel from a variety of service disciplines and the further development of the TBI Advisory Board as a formally organized, self-sustaining body that is the primary entity to address statewide TBI-related issues.

Promising Practices
Kansas had the first TBI-specific waiver in the U.S. It focuses on rehabilitation and independent living and incorporates the concept of self-directed supports. Kansas was also one of the first States to develop a teacher training/technical assistance project utilizing a mini-team approach. The project, known as the Traumatic Brain Injury Project, is part of the Neurological Disabilities Support Project, which is sponsored by the Kansas Statewide Technical Assistance Resource System (K-STARS) and is funded by the Kansas State Department of Education Student Support Services.
