Service Delivery

Illinois implemented a TBI Home and Community-Based Medicaid Waiver in July 1999 which is managed by the Brain Injury Unit under the Office of Rehabilitation Services within the Department of Human Services. Currently the program serves nearly 3,000 individuals statewide. Case management is provided by 19 case management agencies. The purpose of the program is to prevent unnecessary institutionalization (e.g., nursing home placement) of persons with acquired brain injury. Included in the definition of ABI are TBI, infection (e.g., encephalitis and meningitis), anoxia, stroke, aneurysm, electrical injury, malignant neoplasm, or toxic encephalopathy. Congenital disabilities such as cerebral palsy or epilepsy and degenerative or neurological disorders due to aging such as dementia, Parkinson's or Alzheimer's are not eligible for this waiver.

HRSA-Funded Projects

Illinois received a Planning Grant (1997-1998) and an Implementation Grant (2000-2002). The Illinois project focused on developing linkages with trauma centers to provide information to families and developing a brain injury education team.
