Service Delivery

The Department of Rehabilitation Services (DRS) is the Lead Agency in Alabama and provides services to both children and adults with TBI. Adults who are 21 and older usually contact one of the Vocational Rehabilitation (VR) Services offices to apply for services. VR also works with individuals ages 14 and above when they are identified in a school transition program.

Many of the services available to persons with TBI in Alabama are paid for by the Impaired Driver's Trust Fund. The Trust Fund is supported through fines on DUI convictions at $100 per conviction. The TBI Interactive Community- Based Model (ICBM) is one program supported by the Trust Fund which provides adult consumers with pre-vocational and home and community-based interventions that prepare them for school or work. In lieu of traditional vocational rehabilitation services, the VR counselor may refer an individual to a TBI Care Coordinator with the TBI ICBM Program to assess the individual's needs and to arrange for services based on an individual care treatment plan.

Children with TBI from birth to 21 seek services through the Children's Rehabilitation Services PASSAGES program. The PASSAGES program is designed to assist children and youth with TBI and their families in the transition from the hospital to the home and community. Care Coordinators are designated to assist children and family members in accessing the full range of services required for optimal community reintegration through a family-directed program.

HRSA-Funded Projects

Beginning in 1997 the Department of Rehabilitation Services received funding for an Implementation Grant through the Federal HRSA TBI State Grant Program. This initiative expanded children's services. More recently Post- Demonstration Grants have focused on co-morbidity of TBI and psychiatric disorders and prevention of domestic violence.

Promising Practices

The Interactive Community Based Model (ICBM) which pairs individuals with TBI with a support person to address preemployment issues continues to be a model for other States. PASSAGES is a new consumer-based model for children. The State produced a CD on "Dual Diagnosis of TBI and Psychiatric Disorders."
